I did that, in the FL Keys, when I lived there. We had a friend that worked at one of the hotels, and let us use his dock, which was perfect for our small wedding. If you stay at one of the hotels on the beach, I would think they would allow you to do that. The only problem I had, was that I had on heels and had to be carried across the sand to the dock! I will tell you, it waas the best wedding ever, and though I don't know about your desired location, I wholeheartedly recommend this type of wedding.
